State Representative Brian Lorenz from Powell announced that the Ohio House of Representatives has approved House Bill 28. This legislation is designed to simplify Ohio's property tax system by eliminating replacement property tax levies, which are seen as potentially misleading and can lead to unintended increases in property taxes.
The bill stipulates that local governments will be prohibited from proposing replacement property tax levies starting with elections on or after October 21, 2025. However, it does not impact existing replacement levies.
"This bill lends transparency to the levy replacement process," said Lorenz. "As our economy shifts, so does our property values. While the millage may not change in the ask, the taxpayer’s rate may. As a representative concerned with our growing tax rates for services, this bill is a commonsense approach to transparency when asking taxpayers to vote on the matters."
Local governments will still have the ability to renew existing levies and propose new ones or increases directly under this legislation.
House Bill 28 will now proceed to the Ohio Senate for further consideration.
