COLUMBUS—The Ohio Senate has approved House Bill 250, a legislative measure that brings significant changes to education and graduation requirements in the state. The bill, which was backed by State Senator Andrew Brenner, introduces new pathways for students to earn the Military Enlistment Seal and mandates public schools to regulate cell phone usage during school hours.
According to Senator Andrew Brenner, the bill aims to improve the learning environment for students and teachers by restricting cell phone distractions in classrooms. Brenner stated, "House Bill 250 lays out guidelines for schools to eliminate the hindrance of cell phone usage by students during the school day."
Under the provisions of House Bill 250, students in Ohio can now obtain the Military Enlistment Seal by accepting an ROTC scholarship or securing an appointment to a U.S. military service academy. This expansion of options is designed to enhance job readiness among high school graduates.
In addition to the changes related to the Military Enlistment Seal, the bill mandates that every public school in Ohio must develop a policy governing the use of cell phones by students during school hours. The policy is intended to minimize disruptions in the classroom and create a more conducive learning environment.
Furthermore, House Bill 250 includes amendments that authorize the establishment of distinct Pupil Transportation Pilot Programs in Central Ohio and Montgomery County. It also allocates $38 million to the Ohio Adoption Grant Program for the fiscal years 2024 and 2025.
Senator Brenner emphasized the importance of this funding, stating, "This bill also provides critical funding to the Ohio Adoption Grant Program so that our state can continue providing support to families pursuing adoption."
Following its approval by the Ohio Senate, House Bill 250 will now proceed to the Ohio House for further consideration and concurrence.
